1. Original Approval and Validity:
o The maps for the project were officially approved by the Jodhpur Development Authority on January 9, 2015.
o According to the terms specified in the approval letter, the validity of the building plans was stipulated to last for seven years from the date of approval. Consequently, the initial validity period of the approved maps was set to expire on January 8, 2022.
2. Extension Due to COVID-19:
o In light of the COVID-19 pandemic and its impact on various regulatory processes, the Urban Development and Housing (UDH) Department of Rajasthan issued a notification on May 12, 2021. This notification granted an extension of 1.5 years to the validity period of approved maps in response to the pandemic’s disruptions.
o As a result of this extension, the revised validity period for the maps was extended until July 7, 2023.
3. Current Status and Request:
o We acknowledge that the extended validity period has now expired as of July 7, 2023.
o To address this, we respectfully request an additional one-month period to enable us to apply for and secure the necessary extension of the building plan from the Jodhpur Development Authority.
We are committed to complying with all the required procedures and regulations as outlined by your office. We appreciate your consideration of this request and look forward to your positive response.
2. a. As per the most recent extension granted by your esteemed office on February 12, 2024, we have diligently adhered to the special conditions outlined in the extension. Specifically, we have ensured that all Quarterly Progress Reports (QPRs) have been submitted within the prescribed time limits as stipulated. This compliance demonstrates our commitment to meeting the requirements set forth and progressing in accordance with the approved schedule.
b. In compliance with the special conditions outlined, we have issued credit notes to all the customers specified in Form F. This step was taken to ensure full adherence to the stipulated requirements and to address any adjustments or financial reconciliations necessary. We have meticulously verified and processed these credit notes to align with the conditions set forth.
3. The project comprises three distinct blocks: B Block, C Block, and D Block. We have successfully completed the construction of B Block, including all the amenities specified for this project.
Currently, the construction status of the remaining blocks is as follows:
• Block C: 80% completed.
• Block D: 50% completed.
According to the last extension granted by the authorities in February 2024, we were provided with a five-month extension rather than the requested one-year period. We had sought this additional time to ensure the completion of the project in a timely manner and indicated that a further extension would be requested once the previous one was granted.
Given that we have now successfully completed B Block, we respectfully request an additional one-year extension to complete the remaining blocks. This request was previously made during the last hearing.
For your reference, we have attached a detailed construction plan outlining the progress and projected completion timeline for the remaining blocks.

5. As per promoter within 2 months from today, they will offer possession for B Block. For the same promoter will submit affidavit with specific date for B Block possession;
6. Promoter himself will remain present on next hearing;

In reference to the sub-points (a and b) mentioned, we would like to bring to your attention that we have provided a comprehensive attachment detailing the exact amount of funds received from the customers of the specified project. This attachment also includes an exhaustive breakdown of the expenses incurred up to September 2024 for your thorough review, kind consideration, and reference.
As per the attached details, we wish to further highlight and emphasize that the total cost incurred in the execution of the project has exceeded the amount of funds received from the customers. This implies that our expenditures in connection with the project have surpassed the revenues collected from customers. We have provided these detailed insights to ensure complete transparency regarding the financial aspects of the project and to facilitate a deeper understanding of the cost-revenue dynamics involved.
c. Fund requirement for the remaining works of the project.
In connection with the submission pertaining to sub-point no. (c) As outlined in the notice, we would like to provide an update regarding the financial estimation required for the completion of the said project. After conducting a thorough assessment and review of the pending work associated with this project, it has been determined that an estimated amount of approximately ₹8 crores will be required to ensure the project is completed in its entirety and to the desired standards.
This estimation is based on an in-depth evaluation of the remaining work, which includes, but is not limited to, labour costs, procurement of necessary materials, equipment expenses, administrative overheads, and other incidental expenditures that are crucial for the successful execution of the project. The analysis was conducted considering the current market rates, on-going inflation trends, and the anticipated timeline for completion.
It is also worth mentioning that this approximate figure of ₹8 crores has been derived keeping in mind the need to address all aspects of the project in a comprehensive manner. This includes ensuring that all pending tasks are completed in compliance with the prescribed quality standards, technical specifications, and regulatory requirements. Furthermore, provisions have been made within the estimation to account for any unforeseen expenses or contingencies that may arise during the final stages of the project execution.
We are sharing this detailed estimation to facilitate a clear understanding of the financial requirements and to ensure that all stakeholders are fully informed about the anticipated resources needed for the successful and timely completion of the project. Please feel free to reach out for any additional clarification or further breakdown of the provided figures.
d. Sources of funds to meet requirements as per point © and further road map.
In reference to sub-point (d) of the said notice, we would like to provide a comprehensive update regarding the status and financial planning of the project. This project has been strategically structured into three distinct phases, allowing for a systematic and phased approach to its execution and completion.
We would like to highlight that we currently possess an adequate inventory of units within the project, which can be leveraged to generate funds through the sale of these available units. The revenue from these sales higher than the cost to be incurred on the said project and is expected to significantly contribute toward the financial requirements for the remaining work of the project. Additionally, we anticipate receiving a substantial portion of the outstanding amounts from the existing allottees of the project. These funds, once realized, will further support the completion of the pending work and help in meeting the project’s financial obligations.
Moreover, to ensure that the project is completed within the requested timeline as specified by your good office, we have proactively made provisions for the infusion of capital from our side. This provision reflects our commitment to the timely and successful completion of the project, as we are prepared to inject additional financial resources, if necessary, to address any funding gaps that may arise. This capital infusion will act as a supplementary measure to ensure that all project activities proceed without delay and that all pending phases are completed to the highest standards of quality and within the stipulated timeframe.
2. Submit the details of interest commitments made with respective allottees till date.
With regard to the context of the interest commitment to the allottees as referred to in the notice, we would like to provide a clear and comprehensive update on this matter. After thoroughly reviewing the records and agreements pertaining to the said project, we would like to affirm that no interest commitments, assurances, or guarantees have been made to any allottee or buyer associated with this project at any stage.
To elaborate, we have not entered into any formal or informal arrangement with the allottees or buyers that would entail the payment of interest under any circumstances. The terms and conditions outlined in the agreements executed with the allottees clearly do not include any clause or provision for interest commitments.
3. As per promoter’s representative within 2 months from today (hearing dated 19-Sep-24), they will offer possession for B Block. Kindly submit affidavit with specific date for B Block possession.
